崔元星：政府“救市”就是直接扰乱市场秩序

7月9日，深圳市国土资源和房屋管理局发布了由深圳市房地产研究中心撰写的《2008年上半年深圳房地产市场发展形势分析报告》，显示深圳房价已跌回一年前，而楼市的交易量今年很有可能退回十年前，面对当前深圳楼市低迷，从稳定大局出发，提出了政府出手救市的建议。随即，各地媒体、专家、开发商等就政府救市慷慨陈辞，第二天，成都电视台第一地产记者曾一玎在节目中也连线笔者，很多媒体的题目直截了当“深圳政府出手救市”，我旗帜鲜明地反对这一带有明显炒作嫌疑的不实报道，更反对政府“救市”，理由如下：

1．楼市涨落是正常的市场经济现象，目前的一线城市价格回落、二线城市价格企稳是前一段时期房价过快增长之后的理性回归，对房地产市场的整合及形成健康的投资、消费心理有极大的好处，并不是耸人听闻的“雪崩”，对长期、稳定、健康发展有益。

2．政府在房地产市场的职能，主要是引导、监管、服务，营造良好的投资、消费环境，尽量避免、甚至杜绝行政干预，相当于足协及裁判的作用，既不能乱定规则，也不能吹黑哨，更不能直接下场打球。

3．政策的作用是有限的、缓慢的，政策不当其负面作用是深远的，房地产政策更是如此。政策的稳定性压倒一切，朝三暮四的政策、出尔反尔的政策不如不定、不如不出。就笔者来看，目前的市场回落主要是因为先前涨得太多，撑不住了，而不是政府宏观政策打压的结果。目前中国房地产市场发育水平，依赖自身的良性循环、自身的调节是可以成熟的，就怕政府乱点鸳鸯谱。

4．政府应该在房地产市场中有所为有所不为，在掌控土地市场及政策性住房方面可以多动脑筋，从而可以间接地影响房地产市场走势。至于政府主动减免房地产相关税费、减少审批环节（目前我国与房地产直接有关的税种多达１４种，占我国实际征收税种总量２４种的一半，收费项目就更加繁杂，各地不一样，一般都在几十种，多的地方甚至超过百种），给房地产业松绑，本来就是政府分内的事，国库有钱了，政府手头宽裕了，自然就会减少苛捐杂税，这跟政府“救市”毫无关系。

5．不同地区的区域经济基础不一样，房地产市场发育程度及所处的阶段也千差万别，房地产政策在全国一盘棋的大前提下也要区别对待，不能搞一刀切，各地政府官员也不能脑袋发热，跟着所谓的先进地区走，深圳的政策在西北不一定行得通。各地政府需要因地制宜，在遵循国家宏观政策的前提下，制定切实可行的、符合当地实情的政策、措施，而不是不假思索地跟风，要么一味地打压，要么呼声一片地“救市”。
